Welcome and thank you for your interest in this exciting opportunity, here at Hertsmere Borough Council. I hope you find all the information you need within this site, both about the role itself and the authority as a whole.

Hertsmere is a stunning place, with 80% of the area being green belt. Our population is growing with a consequent demand for increased housing, improvements to infrastructure such as health, education and transport. The council is responding to these demands by trying to maintain the balance of Hertsmere as a green and pleasant place to live while planning for the future. Our Local Plan will be a critical document in shaping Hertsmere’s future.

The council’s mantra is to work in partnerships with key stakeholders such as the Police, Health and other councils to maintain and improve the quality of service provided and take strategic planning forward. In addition, we’ve established a local development arms-length company to take forward the development of council owned land, buildings and acquisitions as appropriate. The council also owns Elstree Film Studios and sees the TV and film production industry as central to Hertsmere’s character and economic development.

The Head of Planning and Economic Development will play a major part, working closely with elected members and other stakeholders in shaping and taking forward Hertsmere’s strategic agenda.

About Hertsmere

Hertsmere is just 12 miles north of central London, in the southwest of Hertfordshire. Its proximity to London and excellent transport links generate inward investment and a mobile population, close to urban infrastructure with easy access to the capital.

Covering 39 square miles, our main settlements – Bushey, Potters Bar, Radlett, Elstree and Borehamwood – are interspersed with a scattering of villages and hamlets: Shenley, South Mimms, Ridge, Aldenham and Letchmore Heath. We have a population of 100,000 and the borough is 80% green belt.

The borough has ambitions for growth, through new housing and employment opportunities and a key part of this is the council’s vision of being an enterprising council. We work to develop relationships with public, private and commercial enterprises to draw investment into the area and maximise the economic opportunities for residents, visitors and businesses. We have already launched a number of initiatives which will contribute to the future ambitions of this council. These include the development a commercial agenda, delivering a Housing Zone, a new trading arm for development and continuing a cross-council digital agenda.

About the role

Hertsmere Borough Council is bringing forward an innovative growth programme delivered through a new Local Plan and working collectively with neighbouring authorities across south west Hertfordshire to produce a Joint Strategic Plan.  We are actively engaged with our public and private sector partners to deliver new growth opportunities within the Borough.  Hertsmere, with a growing population of over 100,000, is planning future growth within an 80% green belt environment. There are ambitious plans with the delivery of potential new garden villages and suburbs to meet our objective of 9000 new homes and new jobs by 2036.

You will take the lead role in delivering our New Local and Strategic Plans, Housing Zone and other place-focused growth and infrastructure strategies within Hertsmere and the wider strategic area.  You will work with private sector developers and public investors to deliver a mixed range of development opportunities set around a Green Belt environment.

We are seeking a highly motivated and determined individual to drive forward our Planning and Economic Development agenda and to help us to deliver our place shaping and economic ambitions for the borough.  You will be a forward thinking, inspiring and qualified Planning professional with excellent technical knowledge and display the credibility to work in a political environment. You will have the ability to lead, manage and develop services, working closely with elected Members, developers and partners to deliver our key priorities.
